Doug is a VES principal with broad based business, leadership and military experience including command of three Navy shore regions, comprising all base support for fleet operations, facility management, and family programs. He is a former Navy Admiral.
Doug is a VES Principal. He is an expert in a variety of Defense related fields, including Joint military operations, submarine warfare, acquisition requirements, program and budget, combatting weapons of mass destruction, and shore installation management. Prior to joining Ventus Solutions, Doug served as TASC, Inc.’s Program Director and Manager for the Defense Threat Reduction Agency (DTRA) Science and Technology (S&T) Directorate’s Advisory and Assistant Services (A&AS) contract. In this capacity, he led a team of over 200 highly qualified research and development subject matter experts in a wide-range of specialized technical areas in support of DTRA’s mission to counter weapons of mass destruction.
As a Navy Flag officer, Doug led three different Navy Regions, one in the Northwest, one in the Midwest and one in Guam. In these roles, he led the delivery of service and infrastructure support to each Region’s deployed war fighting forces and their families, and coordinated a wide range of technical negotiations with federal and state agencies involving Navy’s responsibility under the National Environmental Protection Act. Prior to selection to Flag rank, Doug served as a Submarine Warfare Officer and commanded a fast attack nuclear powered submarine in several missions vital to national security.
While ashore during four tours in the Pentagon on both the Joint Staff and Navy Staff, Doug served in numerous roles in acquisition requirements, technical analyses, strategic and operational planning, nuclear & international treaties, and financial programming, budgeting and execution. Most notably, Doug developed the initial capabilities analyses, requirements documents, commenced the analysis of alternatives and programmed the funding for the Ohio Replacement Program (ORP) the follow-on Navy submarine to the Ohio class Fleet Ballistic Missile Submarine (SSBN). Doug also qualified as a Joint Specialty Officer.
Doug holds a Bachelor of Science degree in Mechanical Engineering from the United States Naval Academy in Annapolis Maryland, and a Master of Science degree in Operations Research from the Naval Postgraduate School in Monterey California. He is an Eagle Scout and later received recognition as a Distinguished Eagle Scout.
